Forgive me if this has been asked before but I am new here and I'm having a hard time navigating the site. In order to post my layouts, I have to resize and reduce quality. So, should I reduce the quality then resize or the other way around? Which would give me the best results? TIA.

What program do you use ? I use PSP and PSE, and in both, I just resize the DPI, then the dimensions.

I don't know what program you are using, I can only say what works for me:
FotoFusion is my main prog for LOs: when I render for posting at sites I save a file that is 72dpi and about 70% quality, that brings the 12x12 down to postable size.
Photoshop has a "save for web" feature that will set the resolution and then you set the pixels size, 600x600 is good, and then Optimize for 120kb size.

One tip
when you save for web posting add "4web" to the file name. Firstly because you won't overwrite the main file, which would be a real bummer. and Second, it is easy to see which files are small ones and which are the printable ones when you are looking in the windows explorer.
