opening project in Photoshop Elements 4

Can someone please tell me where I open PSE4 to start a new layout. I assume it is in Start from Scratch. Do I have to put each element in a new layer as I bring it in? Can you tell I haven't used this program before. Is there someplace I can get a tutorial to tell me how to do this?

Ginnie... I use PSE 3.0 and 4.0...when you open PSE... the welcome screen appears... I select "edit and enhance photos." You can both edit your photos here as well as build your LO's. Everytime you open a new file in PSE it creates a new layer.. You might want to do a google search for tuts on PSE 3.0 and 4.0... there are several out there.. most all tus for 3.0 will work with 4.0... I also found Photoshop Elements 4.0 by Scott Kelby a good resource book for learning your way around PSE ... :)
