I made a template first out of a piece of an open star for the roofs and rounded corner rectangle for the building parts. Then double open diamonds to nest the picture into. Once that was done, I did a control + Alt + G to affix the papers to the school house and lower roof, and the ribbons to the the upper roof. I colorized the diamonds blue. I did a Stroke outline of the picture area twice, one in red then a darker red on the inside and outside of that. Then I added some embellishments, and did all the shadow work. finally, I went back and made sure the picture area was clear of any pixels
